Of the 3,135 counties with complete data, the highest effective rate is 3.563% (Menominee County, WI) and the lowest is 0.068% (Copper River Census Area, AK). Rankings run 1 = highest; a county's raw dollars paid can rank very differently from its rate because home values vary so much.
